A primary goal of Mark-to-Market (M2M) is the preservation of affordable housing. Tenants are a partner in the M2M process (see the Mark-to-Market tenant brochure). The regulations establish a tenant and affected party notification process and require public meetings to ensure meaningful participation in the Mark-to-Market Restructuring process.
