TRACS collects certified tenant data for processing from owners and management agents of multifamily housing projects, and from local housing authorities and state housing agencies acting as subsidy contract adminstrators for HUD. The basis for these electronic submissions to TRACS is the form HUD-50059, Owner's Certification of Compliance with HUD's Tenant Eligibility and Rent Procedures, and the form HUD-52670, Housing Owner's Certification & Application for Housing Assistance Payments.

TRACS improves HUD's financial management by automating manual procedures and incorporating fiscal controls. All tenant data collected and stored in TRACS undergo rigorous edits to ensure accuracy and compliance with eligibility rules.

The tenant/contract data stored in the TRACS database is available to authorized users for on-line viewing/updating. Report and data retrieval capabilities are also available.

Hotline support is provided to all owners, management agents, and contract administrators to answer basic questions related to tenant certification data submission and to provide technical assistance concerning the use of TRACS software.

TRACS now enables HUD to:

 -   Collect and maintain accurate rental assistance data
 -   Automate and improve management of assisted housing programs
 -   Reduce manual processes and paperwork
 -   Make budget forecasts
 -   Detect subsidy fraud, waste, and abuse

Future enhancements will bring the following capabilities to TRACS:

 -   Automated calculation and payment of rental assistance
 -   Internet access to tenant/contract data
 -   Intra-agency coordination to detect additional subsidy fraud, waste, and abuse

The assisted housing programs within TRACS' scope include:

 -   Section 236 Interest Reduction and Rental Assistance Payments
 -   Section 8 New Construction/Substantial Rehabilitation Housing Assistance Payments
 -   Section 8 Loan Management/Property Disposition Set-Aside Housing Assistance Payments
 -   Section 221(d) (3) Below Market Interest Rate (BMIR) mortgage insurance
 -   Rent Supplement Payments
 -   Certain Section 202 programs
 -   Section 202/811 Project Rental Assistance Payments
