Electronic Coordinator Access Authorization Form (CAAF) and User Access Authorization Form (UAAF) Submission Problems

The following problems that occurred with the electronic CAAF and UAAF, as a result of the May 09, 2008 EIV 8.1 release, should be corrected by September 22, 2008. Thank you for your patience.

  • EIV 8.1 Requirement: The requirement for the checkbox on the electronic CAAF and UAAF indicating the Certification of Completion—Security Awareness Training Questionnaire was to take effect on May 09, 2008, with the 8.1 EIV Release, and not before.

    Problem: Electronic CAAFs and UAAFs that were “Approved” before the May 09, 2008 Release display the checkbox and Certification of Completion—Security Awareness Training Questionnaire with the box checked.

    Interim Solution: Electronic CAAFs and UAAFs that were “Approved” prior to the May 09, 2008 Release and that display the checkbox and Certification of Completion—Security Awareness Training Questionnaire checked will remain valid until the end of their approval/certification period. The approval/certification period for Coordinator CAAFs is one year. The approval/certification period for User UAAFs is quarterly. Quarterly approval/certification periods are as follows:

    • § Quarter 1: Jan. 1 - Mar.31 (30-day grace period 04/01 thru 04/29)
    • § Quarter 2: Apr. 1 - Jun. 30 (30-day grace period 07/01 thru 07/30)
    • § Quarter 3: Jul. 1 - Sept. 30 (30-day grace period 10/01 thru 10/30)
    • § Quarter 4: Oct. 1 - Dec. 31 (30-day grace period 01/01 thru 01/30)

  • EIV 8.1 Requirement: The checkbox and Certification of Completion—Security Awareness Training Questionnaire was to only appear on the electronic CAAF and UAAF request for “Re-certification.”

    Problem: Although the checkbox and Certification of Completion—Security Awareness Training Questionnaire appears on the electronic CAAF and UAAF request for “Certification,” they do not appear on the CAAF or UAAF request for “Certification” when received by the MF Helpdesk or EIV Coordinator for approval.

    Interim Solution: All such CAAF and UAAF electronic submissions will remain valid until the end of their approval/certification period.

  • EIV 8.1 Requirement: An electronic UAAF request for “Re-certification” in “Pending” status was to show the checkbox next to the Certification of Completion—Security Awareness Training Questionnaire as checked to indicate the EIV User’s certification to the completion of the Security Awareness Training Questionnaire.

    Problem: When an EIV User opens his or her “Pending” electronic UAAF to “Edit” his or her UAAF, the EIV User finds that the checkbox next to the Certification of Completion—Security Awareness Training Questionnaire is not checked; although, in order for a UAAF to be in “Pending” status, the EIV User has to click the checkbox next to the Certification of Completion—Security Awareness Training Questionnaire when creating the UAAF.

    Interim Solution: EIV Coordinators may approve electronic UAAF requests for “Re-certification” that do not display the checkbox and Certification of Completion—Security Awareness Training Questionnaire as checked when received for approval. Electronic UAAFs returned to the EIV User will be considered valid until the end of the quarterly approval/certification period.

    The electronic CAAF request for “Re-certification” is functioning as it should in this regard.

Section 236 and 221(d)(3) Below Market Interest Rate (BMIR) Properties: Unavailable Tenant Data in EIV & System Failures

  • Benefit and wage-related information, including Social Security (SS), Supplemental Security Income (SSI), wage, unemployment compensation, and new hires (W-4) information is currently unavailable in EIV for tenants not receiving Section 8, Rental Assistance Payments (RAP), or Rent Supplement at Section 236 and 221(d)(3) BMIR properties. Benefit and wage-related information for tenants not receiving such assistance at Section 236 and 221(d)(3) BMIR properties is anticipated to be in EIV by September 22, 2008.

  • An EIV Coordinator or User who manages or operates a Section 236 and/or 221(d)(3) BMIR property that does not have a subsidy contract for tenants will be unable to successfully submit an electronic CAAF or UAAF to HUD’s Multifamily Helpdesk or his or her EIV Coordinator, respectively, for approval; and consequently, HUD’s Multifamily Helpdesk and the EIV Coordinator will be unable to certify the EIV Coordinator’s or User’s contract(s) and/or property(ies) in EIV.

    The electronic CAAF and UAAF and User Certification features in EIV will not be operative for these properties until September 22, 2008.

  • Therefore, until 1) the benefits and wage-related information is available in EIV for tenants not receiving Section 8, Rental Assistance Payments (RAP), or Rent Supplement at Section 236 and 221(d)(3) BMIR properties, and 2) the electronic CAAF and UAAF and User Certification features in EIV are functional, you may obtain Social Security Administration (SSA) benefit letters, dated within the last 120 days, from tenants and document in the tenant file why third party verification was not available. Tenants can call SSA at 1-800-772-1213 to request current benefit verification letters or request benefit verification letters via SSA’s Website. There is no cost to tenants for making these requests.
