EIV
User Login

In
order to gain access to the EIV System, you must apply for such
access. If you would like to apply for EIV Coordinator access authorization
rights, you must complete the Coordinator
Access Authorization Form (CAAF). Coordinator applicants may
submit the form to HUD's Multifamily Helpdesk by:
- Emailing the form in a PDF format or in a compressed picture
format such as GIF or JPG to mf_eiv@hud.gov
- Faxing the form to 202-401-7984
If
you would like to apply for EIV User access authorization rights,
you must complete the User
Access Authorization Form (UAAF) and submit it to your EIV Coordinator
who will approve your form and grant your EIV access rights.

Coordinators and Users should read the updated External
(Non-HUD Coordinator/User) Instructions for Applying for EIV Access
for Multifamily Housing Programs for complete guidance on application
submission and processing requirements.
Once
you have been assigned authorization rights, you, as owners,
management agents, and contract administrators may login to the
EIV system, at any time, regardless of family recertification
date. HUD staff may also
login to the EIV system, at any time, in carrying out oversight
functions.
Recertification
in EIV
A
Coordinator’s contract(s) and/or property(ies) must be recertified
annually for continued access to EIV. The ability for Coordinators
to complete and submit on-line CAAF requests for re-certification
of a contract(s) and/or property(ies) to HUD’s Multifamily Helpdesk
for approval, through EIV, was made available in EIV with the 8.0
release last December 2007. The ability for Users to complete and
submit their UAAFs on-line was made available in the prior 7.0 EIV
release in June 2007. The EIV 8.0 User Manual and the External User
Administration Manual were updated to include complete instructions
on using the modified, on-line UAAF and the new on-line CAAF submission
functionality in EIV. The EIV instructional course conducted via
satellite broadcast on June 27-28, 2007, also provided complete
instructions for using the new EIV feature. We encourage the use
of this feature as a means for submitting and approving both EIV
Coordinator and User requests to respective authorizers.
Coordinators
must re-certify their EIV Users through the User Certification feature
in the EIV system no later than the 30-day grace period of each
calendar quarter. Following is the schedule for User certifications
in EIV:
Quarter
1: Jan. 1 - Mar.31 (30-day grace period 04/01 thru 04/29)
Quarter 2: Apr. 1 - Jun. 30 (30-day grace period 07/01 thru 07/30)
Quarter 3: Jul. 1 - Sept. 30 (30-day grace period 10/01 thru 10/30)
Quarter 4: Oct. 1 - Dec. 31 (30-day grace period 01/01 thru 01/30)

User Administration Manual also provides instructions on assigning
