The Congregate Housing Services Program at the Irvin apartments made its debut in January 1982. The Housing Authority of the City of Bloomington provides one-bedroom apartments for twenty-four adults with developmental disabilities in two adjacent buildings. The apartments are located in a residential setting next to the city bus line. Many residents enjoy walking or taking a city bus to restaurants, stores, parks and the historic downtown area.

Each apartment building features a dining room for congregate meals as well as on-site laundry facilities. Community areas provide gathering places to socialize with friends and watch television. There is a large grassy area between the two buildings where residents play sports and grow a vegetable garden.

The Housing Authority works in partnership with a local agency named marcfirst. Staff from Marcfirst provides training to increase independent living skills. Each resident works, volunteers, is in school or a work-training program for at least 20 hours per week. Most participants are working in community settings either with a Job Coach or independently.

The Housing Authority subcontracts with marcfirst to provide CHSP services which include three meals per day, housekeeping services, personal assistance, transportation services and community medical services. Each participant is reviewed semiannually to determine needed services by the Professional
Assessment Committee (PAC). The PAC's determination is based on the Housing Authority's Service Coordinator's monthly meetings and assessment with the residents
And an Individual Support Plan.

All residents have increased their level of independence and three people have graduated from CHSP in the past five Years. The CHSP at the Irvin apartments has been a valuable asset. It has enabled adults with developmental disabilities to live in their own home and work in Bloomington. CHSP has significantly increased the quality of their life as they reach their individual goals and dreams.
