Procedure Requirements - Previous Participation Certification
HUD's Active Partners Performance System (APPS) allows for the electronic
submission of Previous Participation Certification Form HUD-2530
on HUD's Secure Systems Internet site. All potential bidders registering
for the first time in APPS should do so at least two weeks prior
to the sale. Be advised that after registration in these systems,
it takes approximately two weeks to receive the User/Coordinator
ID. It is suggested that potential bidders register in these systems
prior to the sale date. Please note that registration is not
mandatory for bidding at the foreclosure sale. However, bidders
must comply with registration and 2530 requirements as outlined
in the bid kit. Registration
to use HUD's APPS and Secure Systems is a two step process.
You will need to follow the Instruction for registering for both
"Secure Systems" and APPS on the Active
Partners Performance System (APPS) web site in order to login
to APPS through Secure Systems. NOTICE:
On June 15, 2007, the President signed the Preservation Approval
Process Improvement Act of 2007, which, among other things, allows
a participant the option to file the required Previous Participation
Certification (aka Form HUD-2530) in digital (electronic) or paper

the page. Scroll down and click on the Multifamily Property Disposition
Mailing List, and key in your e-mail address.
