Basic Guide to Outcomes-Based Evaluation for Nonprofit Organizations with Very Limited Resources
This document offers guidance toward the basic planning and implementation of an outcomes-based evaluation process (also called outcomes evaluation) for small nonprofit organizations with limited funding.

Innovation Network
This organization was created to enable public and nonprofit organizations to better plan, execute, and evaluate their services and agencies. The site provides a search service for model programs and effective approaches to social services, and a participatory evaluation service. The site also offers a Workstation to help agencies develop strategic plans, program action plans, evaluation plans, program budgets, fundraising plans, and grant applications; and a Repair Center that focuses on helping organizations improve, create, and download surveys, interviews, focus groups, questionnaires, data collection, and analytical tools.

W.K. Kellogg Foundation Evaluation Handbook
This handbook presents a framework for understanding evaluation as a relevant and useful program tool, and outlines a blueprint for designing and conducting evaluations. The document also includes case studies of the Kellogg Foundation evaluations. Adobe Acrobat Reader is required for this .pdf file.
