(This
session is relevant for Neighborhood Networks centers located on
Multifamily-insured and/or -assisted housing properties). To be
designated a HUD Neighborhood Networks center, a property owner
or manager must first submit to HUD an electronic business plan
using START. This workshop is for both those new to START and those
who would like to learn about the new features that have been added
to the tool. START remains a centerpiece in the path to center sustainability.

Benavides has been a member of the Neighborhood Networks team for
seven years. As the program development team leader, Benavides manages
the daily operation of the program development division and ensures
that each staff member completes assigned tasks and projects. Benavides
also provides direct technical assistance to Neighborhood Networks
centers on the use of the Strategic Tracking and Reporting Tool
(START) and assists HUD staff with the completion and approval of
START business plans, center profiles, and assessments submitted
by centers. In addition, Benavides works with HUD staff to certify
Neighborhood Networks centers according to the Neighborhood Networks
Center Classification system. Benavides also supports the Neighborhood
Networks Information Center, responding to telephone and electronic
requests from Neighborhood Networks centers, HUD staff, property
owners and managers, and the general public. Benavides earned a
bachelor’s degree in business administration from Liberty University
in Virginia.
