What
better way to make residents more self-sufficient than helping to
develop a 21st Century workforce capable of performing the skills
required for employment. By hosting an apprenticeship program, Neighborhood
Networks centers can help residents become skilled in specified
fields and trades. Participants learn about apprenticeship training
models, resources for getting residents involved, and tips for how
to identify successful apprenticeship opportunities.

Joe Hersh is the regional director of the U.S. Department of Labor’s
(DOL) Office of Apprenticeships in the Philadelphia region and acting
director for the Boston-New York region. Hersh began his career
with the DOL 30 years ago as a field training representative and
was later appointed to the position of Pennsylvania state director.
Previously, Hersh was a training and education representative for
the Veterans Administration, and a member of the U.S. Army. Hersh
earned a bachelor’s degree from Wabash College and a master’s degree
from the University of Pennsylvania in governmental administration.
