The
Federal Housing Enterprises Financial Safety and Soundness Act of
1992 (FHEFSSA) mandated that Fannie Mae and Freddie Mac (the GSEs)
achieve three affordable housing goals each year. HUD sets the level
of each housing goal (and subgoals that HUD may establish) by regulation
and monitors the GSEs' performance in achieving the goals and subgoals.
Each GSE is required to submit an Annual Housing Activity Report
to HUD describing its annual performance in meeting or exceeding
the goal targets set by HUD. The GSEs also provide loan level data
to HUD on their mortgage financing activities. HUD verifies the
data through comparison with independent data sources, replication
of Fannie Mae's and Freddie Mac's data scoring, and reviews of their
data quality procedures prior to issuing its official goals performance
figures for each GSE.
