HUD Signs VCA with Lafayette Housing Authority to Correct Fair Housing Issues

On August 21, 2006, the City of Lafayette (Louisiana) Housing Authority (LHA) signed a Voluntary Compliance Agreement (VCA) committing to a number of time-sequenced changes including making 29 public housing units fully-accessible to persons with disabilities.

The VCA stems from a review of the LHA conducted in December 2005. HUD reviewed LHA’s application and admission process, tenant selection and assignment, maintenance services, designated accessible units, common areas, and non-housing programs and activities. The review also included the examination of applicant waiting lists, applications, maintenance requests, and reasonable accommodation requests.

Under the terms of the far-reaching agreement, the LHA will:

 -   Make 5% of its housing stock fully-accessible to persons with mobility impairments;
 -   Appoint a Section 504 Coordinator and a VCA Administrator;
 -   Amend its Admissions and Continued Occupancy Policy to incorporate approved wait list procedures;
 -   Revise its Section 8 Administrative Plan to incorporate procedures and policies related to waiting lists, occupancy and administrative hearings; and
 -   Provide additional training to key staff on the provisions of the agreement and on compliance with disability laws generally, including the Authority’s duty to reasonably accommodate persons with all types of disabilities.
