The following processes and protocols have been established by the HUD Office of the CPO to improve the Department's procurement management oversight and operations.

 -   A Contract Management Review Board reviews program office plans for major procurements to ensure that the Department’s interests are met and that the requirement is satisfied in the most efficient manner possible.
 -   A program of training and certification for all the Department’s “Government Technical Representatives” (GTRs) to improve HUD’s contract monitoring capacity, which helps ensure more timely performance, higher quality services and goods and greater cost control.
 -   Further reduction in the award processing times for all competitive procurement actions.
 -   Establishment of teams of HUD program office and contracting staff, supplemented by legal and other subject matter experts as necessary, for individual contracts to obtain timely and cost-effective delivery of goods and services required by HUD program managers.
