The Real Estate Assessment Center (REAC) within HUD's Office of
Public and Indian Housing (PIH) has begun a paperless "Reverse Auction"
program to purchase Uniform Physical Condition Standards Inspection
Services (UPCS).

Participation
in the Reverse Auction Program is limited to small businesses
that meet the small business size standard for the North
American Industry Classification System (NAICS) code 541350,
which is $6 million. Click

The entire process (bidding, inspection and payment) is paperless--
- PIH-REAC will post its requirements for individual inspections,
or in some cases small groups of inspections, to the Reverse Auction
Internet site.
- Inspection firms (including individual inspectors, i.e., sole
proprietors) that have been certified
by REAC may log on to the Reverse Auction site and bid in
open competition for purchase order(s) to perform the posted inspection(s).
- Learn

- At the close of the reverse auction, the successful bidder will
be notified via email.
- The successful bidder will promptly schedule and perform the
inspection(s) in accordance with the Uniform Physical Condition
Standards (UPCS) protocol and submit the inspection(s) electronically
to REAC for review and acceptance.
- Upon acceptance of the inspection(s), HUD will make payment
electronically to the firm's/inspector's bank account using the
Government-wide Purchase Card (Mastercard).
