The
Department
intends to conduct a full and open, public/private competition for
HUD Integrated Financial Management Improvement Project (HIFMIP).
The objectives are to modernize HUD's accounting and financial management
functions by transitioning its core legacy systems to PeopleSoft
Commercial-Off-the-Shelf (COTS) suite of financial management modules
to produce an integrated turnkey system. The end result will be
the production of fully auditable financial statements throughout
HUD, and potentially the Federal Housing Administration, Ginnie
Mae, and the Office of Federal Housing Enterprise Oversight (OFHEO).
This modernization will be accomplished by using the Government
selected PeopleSoft Joint Financial Management Improvement Program
(JFMIP) qualified and Chief Financial Officer (CFO) compliant turnkey
system solution. The primary goals are to modernize HUD's ability
to reduce disparate legacy systems and data, and establish an environment
that provides all levels of leadership with reliable, relevant,
and timely information on an enterprise-wide basis. This acquisition
is unrestricted. The North American Industry Classification System
(NAICS) code is 541519 and the Small Business Size Standard is $23.0
million. A draft solicitation was issued
on August 18, 2006. All comments on the draft solicitation were
due 9/5/06.
