The Department is seeking a contractor to conduct a multi-year evaluation of HUD's Housing Counseling Program. Other activities that may be included in the contract include: tracking the location, surveying, and reporting the outcomes of a panel of counselees; designing and implementing a controlled experiment to measure the impact of pre-purchase homeownership counseling; tracking the location of experimental and control group members; and conducting administrative data matching, conducting surveys, analyzing data, and writing reports to show the outcome of the pre-purchase homeownership counseling experiment. This procurement is unrestricted. The North American Industry Classification System (NAICS) Code is 541720 (Research and Development in the Social Sciences and Humanities) with a size standard of $6 million.

• A Presolicitation Notice was issued 8/31/05 for HUD Solicitation #R-OPC-22921.
• Modification #1 to the Presolicitation Notice was issued 9/9/05. The purpose of this modification is to remove the business size restriction. This procurement is unrestricted.
• Solicitation #R-OPC-22921 was issued 11/22/05. All proposals are due 1/11/06.
