In the
event that a contractor has concerns or disagrees with the selection
of an awardee for a task or delivery order under a HUD multiple
award indefinite-quantity contract, he or she should contact the
cognizant Competition Advocate and Task/Delivery Order Ombudsmen.

and Task/Delivery Order Ombudsman. effective January 23, 2008:

The
specific duties and responsibilities of the Competition Advocate
are set forth at FAR 6.502. The specific duties and responsibilities

2416.505(b)(5).
