The CDBG Cross Reference Matrix shows the HUD matrix codes that correspond to each national objective code and assists you in making choices for these two fields.
With two exceptions, all CDBG activities must be assigned a matrix code and a national objective code. Administration and planning activities require only a matrix code. The matrix code, located on the C04MA03 screen, identifies an activity’s eligibility category, while the national objective code, located on the CDBG01 screen, identifies its national priority.
Understanding why an activity is eligible for funding and how it serves a national objective is important since the national objective code must be compatible with the matrix code. For example, the appropriate matrix code for the rehabilitation of a single family home is "14A" and the corresponding national objective is "LMH" (Low Mod Housing). Other national objective choices such "LMA" (Low Mod Area) and "LMJ" (Low Mod Jobs) would be incompatible with a "14A" matrix because the direct benefit associated with the rehabilitated house is an improved house for persons living there as opposed to benefiting an area or providing jobs.
