The CPD-maintained IDIS Reference Manual was originally published in April, 1999. CPD updates chapters as needed to stay current with the most recent release of IDIS.
The most recent update to a chapter is noted in the listing, below. Not all system releases affect the contents of the Manual. If you believe that the contents of any chapter are out of date or innacurate, please report this to the TAU at 1-877-483-8282. The TAU also welcomes
any questions about the Reference Manual.
You can view and print each chapter directly from the web. You don’t need to download and save the files to your hard drive unless you want to.
Chapter 1: Grants Management and More Updated for Release 10.0 Chapter 1 introduces the Reference Manual for the Integrated Disbursement and Information System (IDIS). IDIS is a real-time, mainframe-based computer application. It lets you enter, maintain, and report on projects and activities that support the four CPD formula grant programs: CDBG, HOME, ESG, and HOPWA. With the help of this Manual, grantees and state users will find that tracking their HUD CPD formula grants has never been easier.

Structure and Functions Updated for Internet Access In Chapter 2 you will learn more about the project and activity framework that IDIS uses for CPD formula grants management. This includes a description of the significance and role of projects and activities and alternative ways you can define their structure.
Chapter 3: IDIS
Set-Up and Operation Updated for Internet Access This chapter describes the hardware and software requirements you need to run IDIS and how to get an ID and logon to the system. It also describes how to navigate the system after logon. This chapter is particularly important if you are a first-time user of IDIS.
Chapter 4: Setting Up the Activity Common Path Updated for Release 10.0 Setting up an activity in IDIS is a prerequisite to committing and drawing down funds and reporting on the progress of your program initiatives throughout the year. This chapter describes how to set up and maintain activities in IDIS. You can use the options described in this chapter to set up and maintain activities once your approved project plan exists in IDIS.
Chapter 5: Activity Funding Updated for Release 6.7 The Activity Funding process allows you to fund an activity from one or more CPD formula program grants, subfunds, receipt funds, or subgrants. You identify each grant, subfund, receipt funds, or subgrant and the amount of dollars to be committed from the funding source to an activity. You must fund an activity from at least funding source before you can draw down funds against the activity.
Chapter 6: Subfunding and Subgranting Updated for Release 6.8 This chapter describes how to create and maintain subfunds and subgrants in IDIS. A subfund is a portion of a CPD formula grant that is set aside for a special purpose. Subfunds are created and maintained at the grantee level. A subgrant is a portion of a CPD program grant that is given to other organizations that will carry out the activity.
Chapter 7: Creating
and Approving Drawdowns Updated for Release 7.1 This chapter describes the drawdown process and how grantees create, view, and maintain voucher requests against the grantee’s line of credit.
Chapter 8: Completing CDBG Activities Updated for Release 10.0 This chapter describes the Community Development Block Grant (CDBG) completion path screens used by CDBG formula grant program recipients. These screens let you
update your program activities and enter new beneficiary data. The information you provide on these screens is used to generate both annual and ad hoc reports.
DRAFT Chapter 9: Setting
Up and Completing HOME Activities Updated for Release 10.0 This chapter describes the set up and completion path screens used by HOME participating jurisdictions. These screens serve two separate purposes: First, they let you finish the set up path for HOME Units or Tenant-Based Rental Assistance activities. (Once the set up is completed, you may complete activity funding and begin drawing down funds.) Second, they let you enter information on the completion path screens for rental, homeownership, and multi-unit activities. (Tenant-Based Rental Assistance Rental activities require no completion path.)
Chapter 10: Completing ESG Activities Updated for Release 10.0 This chapter describes the completion path screens used by ESG formula grant program recipients. These screens let you update your program activities and enter new accomplishments.
Chapter 11: Completing HOPWA Activities Updated for Release 10.0 This chapter describes the completion path screens used by HOPWA formula grant recipients. These screens let you update the actual expenditures and beneficiary information for HOPWA activities. The information entered on these screens is used to generate both the Annual Performance Report (APR) and other ad hoc reports.
Chapter 12: Using
the IDIS Reporting Capabilities Updated for Release 7.1 This chapter describes how grantees and HUD staff can produce reports and data downloads for both ad hoc and year-end reporting purposes. This chapter provides directions for running and downloading reports and data extracts. Effective with this release of the Reference Manual, we have removed the report samples from this chapter. Appendix E provides examples and descriptions of the fields on each report.
Chapter 13: Receipt
Funds and Receipt Processing Updated for Release 6.9 This chapter describes how grantees create local account funds to track income generated from program income (PI), revolving loans (RL), recaptured funds (RE), or CDBG State Revolving Funds (SF). Once created, these local accounts are used to fund specific activities and can be chosen when drawing down funds for the activity.
Chapter 14: Adding
Plan Years—Setting Up, Approving, and Revising Projects Updated for Release 5.3 This chapter begins with a discussion of adding plan years and projects to IDIS. This is followed by a discussion of approving, revising, and amending projects.
Chapter 15: HUD Grantee Local Administrator, Field Office, and HQ Options i>Updated for Release 6.9 This chapter describes the options available to HUD HQ personnel, Field Office System Administrators, and Grantee Local Administrators on the IDIS Utility Menu.

Appendix A: Implementation and Planning This appendix features information to assist you in planning and implementing IDIS.
Appendix B: IDIS Code Definitions Updated for Release 5.9 This appendix lists and explains the codes you will use in IDIS.
Appendix C: IDIS Access Request Form Updated for Release 7.0.1 The form in this appendix is to be completed by the recipient's (or grantee's) chief executive officer or designated representative and returned to your local HUD CPD Field Office.
Appendix D: Data Extract File Layouts Updated for Release 10.2 IDIS lets users download data— called data extracts— from IDIS database tables. Users can extract data in 17 categories on the Data Download Selection Screen. This appendix provides an alphabetical cross reference of all files and describes each of the 17 categories are listed in the same order that they appear on the screen.
Appendix E:
IDIS Report Catalog Updated for Release 10.2 This appendix shows examples of the 31 preformatted reports available in IDIS. Reports with an asterisk (*) contain information that must be provided to citizens in order to satisfy annual performance report requirements contained for the Consolidated Plan under 24 CFR 91.520.
Appendix F: HOME Set up and Completion Forms Updated for Release 10.0 The HOME Program has revised its set up and completion forms so that they reflect the implementation of HOME ROCS!, effective in IDIS Version 8.0 (March 18, 2004). The previous forms have been consolidated and reorganized by tenure type. There are four forms (one for each tenure type), and each form encapsulates both set up and completion processes and both single and multi-address activities. We make these forms available to you for your convenience; they
are not official HUD forms.
