These are some terms that are specifically related to HUD's Office of Community Planning and Development (CPD) programs or functions.

Economic Development Initiative (EDI)
EDI provides communities with grants that can be used in tandem with Section 108 guaranteed loans. This program provides communities with a source of financing for economic development, housing rehabilitation, and large-scale physical development projects.

Elder Cottage Housing Opportunity (ECHO) Units
Small, free-standing, barrier-free, energy-efficient, and removable units designed to be installed adjacent to existing single-family dwellings.

Eligible organization
means a State, unit of local government or a private non-profit organization which provides assistance to the homeless, and which is authorized by its charter or by State law to enter into an agreement with the Federal government for use of real property for the purposes of this subpart. Representatives of the homeless interested in receiving a deed for a particular piece of surplus Federal property must be Section 501(c)(3) tax exempt.

Emergency Shelter Grant (ESG) Program
A Federal grant program designed to help improve the quality of existing emergency shelters for the homeless, to make available additional shelters, to meet the costs of operating shelters, to provide essential social services to homeless individuals, and to help pre-vent homelessness.

Eligible Metropolitan Statistical Area (EMSA)
means a metropolitan statistical area that has a population of more than 500,000 and has more than 1,500 cumulative cases of AIDS.

Eligible person
means a person with acquired immunodeficiency syndrome or related diseases who is a low-income individual, as defined in this section, and the person's family. A person with AIDS or related diseases or a family member regardless of income is eligible to receive housing information services, as described in Sec. 574.300(b)(1). Any person living in proximity to a community residence is eligible to participate in that residence's community outreach and educational activities regarding AIDS or related diseases, as provided in Sec. 574.300(b)(9).

Eligible State
means a State that has:

  1. More than 1,500 cumulative cases of AIDS in those areas of the State outside of eligible metropolitan statistical areas that are eligible to be funded through a qualifying city; and
  2. A consolidated plan prepared, submitted, and approved in accordance with 24 CFR part 91 that covers the assistance to be provided under this part. (A State may carry out activities anywhere in the State, including within an EMSA.)

Energy
The definition of "a suitable living environment" in 24 CFR 91.1 includes "conservation of energy resources." This is among the objectives of the Consolidated Plan that should be addressed in preparing the plan.

Energy audit
means any process which identifies and specifies the energy and cost savings which are likely to be realized through the purchase and installation of particular energy efficiency measures or renewable energy measures.

Energy efficiency
measure means any capital investment that reduces energy costs in an amount sufficient to recover the total cost of purchasing and installing such measure over an appropriate period of time and maintains or reduces non-renewable energy consumption.

Enterprise Communities (EC)
EC's consist of Round 1 and Round 2 Enterprise Communities

Entitlement amount
means the amount of funds which a metropolitan city is entitled to receive under the Entitlement grant program, as determined by formula set forth in Section 106 of the Act.

Entitlement public entity
means a metropolitan city or an urban county receiving a grant under subpart D of this part.

Environment
The Housing Act of 1949 stated HUD's goal "of a decent home and a suitable living environment for every American family." All HUD programs are meant to protect against damaging the environment. That is why the Office of Environment and Energy has an oversight function to insure that our programs are helping rather than hurting both communities and the world in which we live.

Environmental residual
means any pollutant or pollution causing factor which results from any activity.

Excess property
means any property under the control of any Federal executive agency that is not required for the agency's needs or the discharge of its responsibilities, as determined by the head of the agency pursuant to 40 U.S.C. 483.

Extent of growth lag
shall have the meaning provided in Section 102(a)(12) of the Act.

... means the number of persons who would have been residents in a metropolitan city or urban county, in excess of the current population of the metropolitan city or urban county, if such metropolitan city or urban county had a population growth rate between 1960 and the date of the most recent population count available from the United States Bureau of the Census referable to the same point or period in time equal to the population growth rate for that period of all metropolitan cities. Where the boundaries for a metropolitan city or urban county used for the 1990 census have changed as a result of annexation, the current population used to compute extent of growth lag shall be adjusted by multiplying the current population by the ratio of the population based on the 1990 census within the boundaries used for the 1990 census to the population based on the 1990 census within the current boundaries.)

Extent of housing overcrowding
shall have the meaning provided in Section 102(a)(10) of the Act.

... means the number of housing units with 1.01 or more persons per room based on data compiled and published by the United States Bureau of the Census available from the latest census referable to the same point or period in time.)

Extent of poverty
means the number of persons whose incomes are below the poverty level based on data compiled and published by the United States Bureau of the Census available from the latest census referable to the same point or period in time and the latest reports from the Office of Management and Budget. For purposes of this part, the Secretary has determined that it is neither feasible nor appropriate to make adjustments at this time in the computations of "extent of poverty" for regional or area variations in income and cost of living.

Exterior envelope physical characteristics
means the physical nature of those elements of a building which enclose conditioned spaces through which thermal energy may be transferred to or from the exterior.
