These are some terms that are specifically related to HUD's Office of Community Planning and Development (CPD) programs or functions.

Borrower
means the public entity or its designated public agency that issues debt obligations under this subpart.

British thermal unit
(Btu) means the quantity of heat necessary to raise the temperature of one pound of water one degree Fahrenheit at 39.2 degrees Fahrenheit and at one atmosphere of pressure.

Building
means any structure which includes provision for a heating or cooling system, or both, or for a hot water system.

Buildings for the general conduct of government
means city halls, county administrative buildings, State capitol or office buildings or other facilities in which the legislative, judicial or general administrative affairs of the government are conducted. Such term does not include such facilities as neighborhood service centers or special purpose buildings located in low and moderate income areas that house various nonlegislative functions or services provided by government at decentralized locations.
