are some terms that are specifically related to HUD's Office of Community
Planning and Development (CPD) programs or functions.
Acquired
immunodeficiency syndrome (AIDS) or related diseases
means the disease of acquired immunodeficiency syndrome or any conditions
arising from the etiologic agent for acquired immunodeficiency syndrome,
including infection with the human immunodeficiency virus (HIV).
Act
means Title I of the Housing and Community Development Act of 1974,
as amended (42 U.S.C. 5301
et seq.).
Action
Plan
The one-year portion of a PJ’s Consolidated Plan (see definition
of "Consolidated
Plan"). It includes the PJ’s annual application for HOME funds.

Adjusted
Income
"Adjusted income" is "annual (gross) income"
reduced by deductions (or allowances) for dependents, elderly households,
medical expenses, disability assistance expenses, and child care.
(The HOME Program allows the use of three definitions of "annual
income.") Adjusted income is used only under the certain circumstances
described in the "Calculating
Income Eligibility" module.
Administrative
costs
Mean costs for general management, oversight, coordination, evaluation,
and reporting on eligible activities. Such costs do not include
costs directly related to carrying out eligible activities, since
those costs are eligible as part of the activity delivery costs
of such activities.
Affordability
As used in the HOME Program, affordability refers to the requirements
of the HOME Program that relate to the cost of housing both at initial
occupancy and over established timeframes, as prescribed in the
HOME regulations. Affordability requirements vary depending on the
nature of the HOME-assisted activity (i.e., homeownership or rental
housing).
Age
of housing
means the number of year-round housing units, as further defined
in section 102(a)(11)
of the Act.
Affordable
Housing
Housing for which the occupant is paying no more than 30 percent
of his or her income for gross housing costs, including utilities.

Alternative
transportation fuel
means methanol, denatured ethanol, and other alcohols; mixtures
containing 85 percent or more by volume of methanol, denatured ethanol,
and other alcohols with gasoline or other fuels; natural gas; liquified
petroleum gas; hydrogen; coal-derived liquid fuels; fuels (other
than alcohol) derived from biological materials (including neat
biodiesel); and electricity (including electricity from solar energy).
Annual
Income
The HOME Program allows the use of three income definitions for
the purpose of determining applicant eligibility:
- annual
income as defined in 24 CFR 5.609; or
- annual
income as reported under the Census Long Form for the most recent
decennial census; or
- adjusted
gross income as defined for purposes of reporting under Internal
Revenue Service (IRS) Form 1040 series for individual Federal
annual income tax purposes.
The
definitions are collectively referred to as "annual income"
and are also used in the Community Development Block Grant (CDBG)
Program.

in accordance with 5 U.S.C. 552(a) and 1 CFR part 51. The availability

A person or household that will benefit through one or more programs
included in the jurisdiction's Consolidated
Plan during the coming Federal fiscal year.
