Guide to Counting Unsheltered Homeless People
This guide describes several methods for identifying, counting,
and learning about homeless people who are unlikely to be found
in shelters or in other residential programs within a local homeless
assistance network.
Continuum
of Care Planning and Implementation Guide
This guide provides a comprehensive overview of the Continuum of
Care planning process. It has been developed with a companion set
of reference materials and worksheets to assist localities with
the design and implementation of Continuum of Care systems.
Continuum
of Care Training Guide
This text is accompanied by overheads and talking points for the
trainer’s use and is designed for use by either HUD staff or contracted
consultants in their presentations to providers on the design and
implementation of Continuum of Care systems. Recognizing that localities
are in different stages of Continuum of Care planning and homeless
system development, this training curriculum can be used in whole
or in part to respond to different audiences. For example, this
curriculum can be used as a day-long overview of the Continuum of
Care planning and system development, or in discreet sections allowing
for a more intensive focus on one particular aspect of Continuum
of Care planning.

Coordinating
Resources and Developing Strategies to Address the Needs of Homeless
Veterans
This guidebook highlights projects around the country that are effectively
coordinating HUD funding with other resources in order to address
the special needs of homeless veterans. The purpose of the guidebook
is to help inform those who are currently operating homeless assistance
projects about “promising practices” in serving veteran clients
as well as to provide useful models for those who are interested
in developing a project to serve homeless veterans in their community.

This guidebook is designed to help organizations serving homeless
veterans to participate in homeless assistance program planning
networks in their communities and access the resources that are
available through these networks.
