Sample Notice for Early Public Review of a Proposal to Support Activity in the 100-Year Floodplain and Wetland

This is to give notice that the Housing Authority of the City of Riverside (RHA) will be submitting an application to HUD for disposition of several parcels which were previously developed as scattered sites under the Homeownership Program as Projects IL1-18 and IL 1-20, Riverside, Illinois.
This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management, and by Section 2(b) of Executive Order 11990 for the Protection of Wetlands, and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain or wetland.
Three of the parcels proposed for disposition are located within the floodplain area. All structures were previously demolished; and RHA has no current plan to rebuild units on these sites. The addresses are 1201 North 11th Street (2 parcels) and 1117-1199 Water Street (one parcel).
This notice with a request for comment was mailed to the regional office of the Federal Emergency Management Agency and the state office of Environmental Protection.

Sample Notice and Public Explanation of a Proposed Activity in the 100-Year Floodplain and Wetland

This is to give notice that the Housing Authority of the City of Riverside (RHA) has conducted an evaluation as required by Executive Orders 11988 and 11990 in accordance with HUD regulations at 24 CFR 55.20 to determine the potential affect that its activity in the floodplain and wetland will have on the environment. The proposed project is the disposition of three (3) parcels which were previously developed as scattered sites under the Homeownership Program known as Projects IL1-18 and IL1-20, Riverside, Illinois.
RHA has determined that it has no practicable alternative other than to approve the sale of vacant floodplain/wetland parcels. This activity will have no significant impact on the environment for the following reasons:
- The property is currently vacant land. The transfer of ownership of vacant land will not change the property characteristics in any way.
- Maintaining ownership of the property will cause the RHA to spend limited resources to maintain property that no longer can be used for public housing purposes. Disposing of the property will provide revenue and also cost effective use of the RHA's limited resources for the benefit of other viable, occupied public housing units.
- Selling the property may allow a re-use that will generate more property tax revenue, which is of greater benefit to the community than leaving the property vacant and unused.
