Partnership for Advancing Technology in Housing (PATH)

PATH is a public/private partnership created to develop, demonstrate, and deploy the technologies that will bring about the next generation of American housing and work to improve the existing housing stock. The goal of the Partnership is to accelerate the creation and widespread use of advanced technologies in order to improve the affordability, quality, durability, enironmental and energy-efficiency of tomorrow's homes. PATH's web site has information for homeowners, homebuilders, research, product manufacturers, and housing institutions to promote the use of energy-efficiency in homes across America. Homeowners and homebuilders can get updated information about specific technologies through ToolBase and about how technologies can work in different homes through PATH's Field Evaluations and Demonstrations, all of which are coordinated on PATHNet.org.

Also, PATH collaborates with the U.S. Department of Energy Laboratories (DOE) Laboratories, America's leading energy research infrastructure. The DOE Labs are dedicated to a variety of energy-related research topics. DOE's Office of Building Technology, State and Community Programs coordinates the collaboration between PATH and the DOE research laboratories. It also houses the DOE's Emerging Technology program, whose purpose is to increase awareness and demand for new, highly efficient technologies while helping manufacturers and utilities bring the technologies to market. Many energy-efficient aplied reseach projects are supported through this effort and through the DOE's Building America and Rebuild America programs, as well as a series of technology roadmaps, which complements PATH's roadmapping projects. PATH's technology roadmap, Energy Efficiency in Existing Homes stimulates and organizes thinking about technologies that could improve energy efficiency in existing homes.

Department of Energy Programs

The Department of Energy and Environmental Protection Agency programs and other activities listed here are complementary to the energy goals of HUD's community development and housing programs.

 -   Weatherization reduces the energy burden on low-income households.
 -   State Energy Program (SEP) strengthens the capabilities of States in promoting and adopting energy efficiency and renewable energy technologies and practices.
 -   Rebuild America has created a network of community partnerships, incluidng public housing, that saves money by saving energy. Building America provides energy solutions for production housing. Million Solar Roofs is focusing government and organizations for a stronger market for solar energy applications on buildings. Brightfields addresses urban revitalization and toxic waste cleanup with solar energy and high technology solar manufacturing jobs for brownfields redevelopment. The DOE-HUD Initiative (1990-1995) undertook 27 demonstration projects to improved energy technology transfer to all housing programs.

DOE Research and Development Programs

DOE R&D works with the private sector to incorporate new technology into homebuilding, promote renewable energy and bring energy technology to brownfield redevelopment.
 -   Building America private-public partnership that provides energy solutions for production housing. The Building America program combines the knowledge and resources of industry leaders with DOE's technical capabilities to act as a catalyst for change in the home building industry.
 -   Million Solar Roofs Initiative is an initiative begun in 1997 to install solar energy systems on 1 million U.S. buildings by 2010. This effort includes two types of solar technology-photovoltaics that produce electricity from sunlight and solar thermal panels that produce heat for domestic hot water, space heating, or swimming pools.
 -   Brightfields is a revolutionary concept that addresses two of the Nation's biggest challenges-urban revitalization and toxic waste cleanup-by bringing pollution-free solar energy and hightechnology solar manufacturing jobs to brownfields.
 -   Department of Energy Releases Software To Help Reduce Building Energy Use
EnergyPlus Simulation Program Helps Building Designers and Owners Save Money, Reduce Energy and Improve Indoor Air Quality

Community Energy Systems

Community Energy Systems (Combined Heat and Power) (1981-1992)
During this period, DOE and HUD funded feasibility and design studies in more than 50 cities.
 -   The Office of Power Technology mission is to develop clean, competitive power technologies for the 21st century, including renewable energy (solar, wind, geothermal, and biomass), energy storage, hydrogen, superconductors and combined heat and power. These technologies will work together to transform the power sector — lowering energy costs, reducing greenhouse gas emissions and pollutants, and improving reliability of service.

Energy Action Plan Initiative

The DOE-HUD Interagency Agreement (IAA), executed in September 2003, supports the HUD Energy Action Plan Initiative to promote the use of Combined Heat and Power (CHP) in Housing and Community development.

Electric Utility Restructuring

Electric utility restructuring is under way in some 23 states and under consideration by Congress for national legislation. The process can have significant impact on low income households and small businesses, as well as the general utility customer base.
