HUD's Office of Community Renewal created an Internet-based performance measurement system (PERMS) for Renewal Communities and Empowerment Zones to document their successes in marketing federal RC/EZ tax incentives to local businesses and in using federal funding to help create jobs, assist businesses, build housing, and advance other community and economic development efforts within the designated areas. The link below enables members of the public to review these activities within the annual reports that each RC, and EZ designee has submitted to HUD.
