The Disaster Recovery Grant Reporting system was developed by HUD's Office of Community Planning and Development for the Disaster Recovery CDBG program and other special appropriations. Data from the system is used by HUD staff to review activities funded under these programs and for required quarterly reports to Congress.

The system was developed for grantees to identify activities funded under their Action Plans and Amendments along with budgets and performance goals for those activities. Once an Action Plan is submitted and approved, grantees can submit quarterly reports summarizing obligation, expenditures, drawdowns, and accomplishments for all their activities.

SYSTEM UPDATE: A new version of DRGR was released in mid-July of 2009 (Version 6.4) that includes a reports module. A draft user guide is posted below along with a document highlighting the new features of this release and an updated FAQ.

As part of the release, DRGR has become one of the HUD single sign-on systems and the management of User ID/password assignments and password resets is being moved to the main HUD help desk. If you are an existing DRGR user that is having difficulty logging in under Release 6.4, please see the new procedures below under the section ‘Existing Users with Login Problems.’

  • New Field Office Users: New HUD users in DRGR must have their supervisor submit a CHAMPS request to add DRGR to their systems profile. CHAMPS can be accessed at http://useraccess.hud.gov. After ADP Security confirms that this has been completed, supervisors should send an email message to DRGR_Help@hud.gov requesting DRGR access for their employee(s). They should include the following in the message for each user account request:

    • Full name
    • "H" number
    • Field Office
    • Address
    • Phone number with extension
    • Fax number
    • Email address

    New Grantee Users: Send an email message to your field office requesting DRGR access. Field staff will review the request for accuracy and completeness and forward it to Send an email message to DRGR_Help@hud.gov. The grantee will include the following in the message:

    • Full name of user
    • Grantee Name
    • C# assigned for IDIS User ID (if current IDIS user)
    • Address
    • Phone number with extension
    • Fax number
    • Email address
    • Whether you will be the primary DRGR system administrator for your community
    • Whether you are authorized to request or to approve drawdowns
    • Five digits you can always remember for your PIN (which will be used by the HUD help desk for help tickets)

  • Existing Users with Login Problems or Forgot DRGR Username or Password: As part of the transition to Release 6.4, the management of password assignments and resets is being moved from DRGR_Help@hud.gov to the main HUD help desk. The following ID and passwords have been applied as part of this transition: 1) HUD users should be able to use the ID and password they use to log in their workstation; 2) Grantee users with IDIS accounts we could match should be able to use their IDIS C# and password; and 3) grantee users without IDIS accounts were re-assigned to B IDs and temporary passwords and system-generated PINS were emailed July 17. List of grantee user IDs and system roles are now included in the REPORTS module of DRGR.

    *** Under Release 6.4, if any DRGR users have difficulty accessing DRGR because of login ID or password problems they must now contact the main HUD Help Desk at 1-888-297-8689 (Option 9). The HUD help desk is the main point of contact for password resets. If you have problems working with any modules or screens in DRGR, users can send an email to DRGR_Help@hud.gov. If you try to log onto DRGR and get the error message ‘User is still logged into system’ for more than 30 minutes please contact DRGR_Help@hud.gov and ask for a session reset. ***
