Proposed Revisions to HOPWA Application Budget Summary and Performance Reports
HUD's Office of HIV/AIDS Housing recognizes the commitment of all HOPWA grantees to implement the new 2006 annual reporting requirements to collect client outcome data in an effort to measure the HOPWA performance outcome measure on housing stability, reduced risk of homelessness, and improved access to care. During the February 2007 HOPWA grantee training in Washington, D.C., a collaborative effort that included grantee participants, HOPWA national technical assistance providers, and HUD, identified proposed content and technical edits to the annual performance reports. HUD published these proposed revisions in the Federal Register on May 29, 2007, requesting a 60 day public comment period on the following reporting requirements:
1. Competitive and Renewal of Permanent Supportive Housing Projects Budget Summary, Form HUD-40110-B
2. Annual Progress Report, Form HUD-40110-C for Competitive grantees; and
3. Consolidated Annual Performance and Evaluation Report, Form HUD-40110-D (CAPER) for Formula grantees.
Revisions to the existing requirements are limited and focus on the following key areas:
1. Housing assistance provided in facilities is differentiated, based on either the permanent or the transitional focus of the facility. Reporting outcomes on STRMU is clarified to demonstrate results under the goal of reducing risks of homelessness for HOPWA clients.
2. Client outcomes for improved access to care are streamlined and clarified. Grantees would report annually on performance indicators related to the clients' ability to access and maintain care and support; to access sources of income or benefits; to use housing plans for maintaining or establishing stable ongoing residency; and to obtain income-producing jobs. These new performance indicators will be used to report clients' status at one point per year and will replace a complicated reporting system that was based on comparing clients' status and income at both program entry and exit.
3. Leveraging is consolidated. Sources and uses of leveraging would be differentiated between housing assistance and supportive services. Grantees would report the number of households assisted with leveraged housing assistance.
4. An assessment of unmet housing need is added which will enable grantees to demonstrate housing assistance gaps previously identified in the Consolidated Plan and in other needs assessments.
5. A certification form is added to the CAPER so that formula grantees can certify continued use of facilities that were developed with HOPWA resources during stewardship periods.
6. Project sponsor and sub-contractor information requirements are incorporated, per the requirements of the Transparency Act 2006, to provide information to the public on use of HOPWA funds by agencies and their locations.
Please consider further this opportunity to provide recommendations and comments to help guide the process for reporting clear purposeful results on the use of HOPWA resources - follow the notice for submitting comments. Program performance that is currently being reported demonstrates good stewardship results. Following the review of comments and other clearance actions, it is expected that new 2007 HOPWA forms will be circulated later this summer. A notice will be issued at that time to provide guidance on future implementation steps and to outline technical assistance training to ensure that all grantees successfully implement these new reporting requirements.
