Contained
in this site are the FY07 HOPWA Formula Grant Operating Instructions.
Please note that there are no substantial changes to the FY2007 HOPWA
Formula Operating Instructions. Implementation of these should follow
procedures established in the prior years (e.g. reference FY2005
HOPWA Operating Instructions memorandum of May 5, 2005), except
for the updated data elements, such as fiscal year 2007 references
and the actual allocation amounts.
The updated references reflect:
- FY07 Allocations. The amounts are based on the use of the relevant
AIDS surveillance data reported as of March 31, 2006, and as newly
authorized in the Appropriation Act, the use of incidence data
collected over a three year period (rather than the previous use
of one year incidence data). The grant numbers should be similar
to prior year numbering, expect for updating to reflect the new
federal fiscal year (e.g. MAH07-F001). This continues past practice
in numbering state grants with the number F999 and the grants
to cities beginning with F001 within each State, continuing the
number used for that city in the prior year.
- HOPWA Performance Reports. The newly revised HOPWA Consolidated
Annual Performance and Evaluation Report (CAPER), form HUD-40110-D,
Revised 1/2006, was issued in January 2006 and formula grantees
should begin using these new forms immediately, even if data is
not yet available on all of the new data elements (note: training
is being conducted on this matter to help plan collection efforts
where new information is needed). Also, related enhancements have
been issued in the IDIS 10.0 release, and these are available
at:
Revised CAPER
- Obligation
and Expenditure Time Frames. The FY2007 Appropriation Act requires
that HOPWA formula funds be obligated by no later than September
30, 2008, and all such funds are to be expended within five years
of the commitment, (i.e. not later than September 30, 2013).
- Service Areas and Changes in Grantee. No changes in MSAs are
noted. The Administrative Provisions permitting states to assume
administrative responsibility for designated cities upon approval
by HUD were authorized to continue. Please see the May 5, 2005,
HOPWA Formula Operating Instructions for additional comments.
Please consult with the Office of HIV/AIDS Housing if additional
discussion is needed.
- Technical
Assistance. HOPWA national technical assistance providers were
assigned to each CPD field office to provide for local support
activities. You may contact the TA provider directly or send a
request through the Office of HIV/AIDS Housing, as needed. This
chart provides a list of these TA assignments.
At
headquarters, staff from the QED Group, LLC, are tasked with supporting
national HOPWA data collection and reporting efforts. This staff is
actively maintaining and improving the performance measurement system,
as seen in HOPWA Works! and the data verification efforts.
