Applicability - Competitive and Formula Grantees

This report format is for the use of: (1) HOPWA competitive grantees and (2) HOPWA formula grantees that choose to use it in addition to the Department's Integrated Disbursement and Information System (IDIS) in annually reporting on the accomplishments of area programs. A recipient of a HOPWA grant is required under the regulations at 24 CFR 574.520 to describe the use of the amounts received, including the number of individuals assisted, the types of assistance provided and any other information that HUD may require. Failure to submit an Annual Progress Report may affect the receipt of future competitively awarded grant funds.

Under the Department's Consolidated Plan process, annual HOPWA allocations are provided by formula to cities on behalf of the eligible metropolitan statistical areas and to States for areas outside of eligible metropolitan areas. Communities that receive formula allocations are required to report on the activities that have been carried out during their Consolidated Plan program year in a Performance Report. While this memorandum provides related information, it does not directly address the requirements for Performance Reports under the Consolidated Plan, which are provided in other HUD documents.

The APR must be used for any competitive grants that have been awarded. If a program operates with project sponsors or contracted service providers, the recipients should also use the APR for reporting to the grantee on their program activities as a sponsor. However, the grantee should consolidate sponsor and provider information in one report and the grantee's APR should be the only report filed directly with HUD.
