This portion of the HOME and Other Affordable Housing Requirements section requires that you supply HOME Utility Allowances, which will apply only to HOME-assisted units.
Utility allowances are important because HOME rent limits include tenants' utility expenses. Therefore, to determine a project's income from a HOME-assisted unit, you must subtract the utility allowance from the total rent.
Utility allowances should be entered on a per unit basis and can be estimated using a market study or by consulting a schedule of utility allowances developed by your public housing authority or agency. Enter the utility allowance per month for each type of unit in the fields provided.
