In the fourth and fifth topics of this training module, we examined how to comply with occupancy requirements and rent rules when blending HOME funds with housing tax credits. To do this, of course, requires that project owners verify household income and ensure that tenants are eligible for the subsidized units.

After completing the topic, you will be able to:

  • Explain how to establish tenant eligibility under the HOME and LIHTC programs;

  • Describe procedures for reexamining tenant eligibility; and

  • Explain how to identify and handle over-income tenants.
