Tenant-Based Rental Assistance Programs and the Lead Safe Housing Rule

This topic will provide you with the basic lead safety requirements that apply to tenant-based rental assistance (TBRA) programs. Lead safety requirements for TBRA apply to:

  • Dwelling units occupied or to be occupied by families or households that have one or more children under age six.
  • The common areas servicing the TBRA units.
  • Exterior painted surfaces associated with such units.
  • Other areas used by unit residents and frequented by children under age six.

The required approach for TBRA is to identify and stabilize deteriorated paint. This approach provides assurance that deteriorated paint has been stabilized. However, it does not prevent the recurrence of deteriorated paint. Ongoing maintenance is required.
