This topic will provide you with the basic requirements that apply to homebuyer assistance programs not involving rehabilitation.

The required approach for a homebuyer program is to identify and stabilize deteriorated paint. Grantees should provide reasonable assurances that any lead-based paint is intact and that the unit is lead safe when it is occupied by the assisted household. If the homebuyer program involves rehabilitation then the grantee is required to use the more stringent of appropriate rehabilitation requirements (based on amount of assistance) or the homebuyer requirements.
