Seven Steps to Selecting a Management Model


When selecting a management model, a Grantee should perform the following 7 steps:

  1. Identify Key Participants
    • Make a list of all available housing rehabilitation agencies and energy conservation agencies.

  2. Develop Selection Criteria for Partner Agencies
    • Decide on the qualifications the two agencies should have. Criteria might include, staff skills and training, experience in specific types of repairs, equipment knowledge, volume of production, administrative experience and capacity, client eligibility requirements, funding sources and requirements, and capacity for expansion.
    • This is an important step in the selection process. The agencies will be judged on whether they compliment each other based on the criteria selected.

  3. Self-Assessment
    • Before approaching an energy conservation agency, a Grantee should assess its skills and what it brings to the partnership. See these sample assessment questions.

  4. Assess Potential Partners
    • Become familiar with the energy conservation agencies in their area. A Request For Qualifications (RFQ) may be issued to solicit potential partners if the area is large.

  5. Analyze Results
    • Compare each agency under consideration with your agency. Design a checklist to compare individual criteria and identify strengths and weaknesses of the energy agency and determine if any needs are missing from the partnership.

  6. Negotiate with Energy Conservation Agency
    • Conduct a focus group with representatives from the Grantee's office and energy conservation agency if the partnership appears compatible. Assess degree agencies can work together to meet communities' needs.

  7. Select a Model
