Factors in Choosing a Management Model


When choosing a management model, a PJ must look at three factors:

  1. Strengths and weaknesses of each agency that will be involved in the energy conservation housing rehabilitation program.
  2. Components each agency should bring into the partnership.
  3. Opportunities and obstacles for collaboration.

Each of the 3 models discussed in the previous section of this topic is appropriate for a given situation:

  • A Grantee may want to use the Housing Rehabilitation Agency Lead Model if they only need technical advice and not additional funding. While this model meets the technical needs of the Grantee it does not assist in the leveraging of HUD funds with weatherization funds.

  • Housing Rehabilitation Agency Lead/Joint Funding Model provides a Grantee and an energy conservation agency with an opportunity to augment their technical and financial resources by sharing the technical as well as financial aspects of a rehabilitation project. However, this model also requires additional administrative resources to ensure that criteria and requirements are met by both parties.

  • A Grantee may opt to use the Energy Conservation Agency Lead Model if the area being served is beyond the service area of the Grantee (e.g. rural area) or if the Grantee has limited administrative capacity. Some energy conservation agencies may not have the technical knowledge to complete the work or the administrative capacity to manage the project. In such cases, the energy conservation agency may contract with the Grantee to carry out these activities.While the first two models may stretch the Grantee in terms of learning how to coordinate its work with the energy conservation agency, the third model may impose a larger administrative burden on the energy conservation agency. In some cases, one model may be the obvious choice. For example:
    • A Grantee with in-house rehabilitation capability may consider the Energy Conservation Agency Lead Model the best choice; or
    • A Grantee with little energy efficiency experience may consider the Agency Lead Model as the best choice.

Regardless of the model chosen, the project benefits from the expertise each agency brings to the partnership.
