No one who has a decision-making role or inside knowledge of the HOME process can have financial or contractual interests in a HOME activity or obtain benefits of any kind from a HOME activity. This extends to anyone with whom a person has familial or business ties during the funding process and up to one year thereafter. If an individual knowingly has any of the aforementioned connections to a HOME activity, and has not made these ties public, then s/he has violated Federal Conflict-of-Interest statutes.
Exceptions to Conflict-of-Interest provisions can be made on a case-by-case basis. See the Exceptions to Conflict-of-Interest Requirements subject area in this training for more information.
To whom do Conflict-of-Interest provisions apply?
The Conflict-of-Interest provisions apply to any person who is an employee, agent, consultant, or elected or appointed official of the participating jurisdiction.
