Administrative requirements ensure that federally funded activities are properly managed. PJs and other governmental entities receiving HOME funds, even as subrecipients, must therefore comply with these requirements. Generally, administrative requirements dictate the financial management procedures for federally funded recipients, define allowable costs for programs, and outline standards for written agreements. In order to effectively manage HOME-funded activities, PJs and other entities must heed these cost, audit, and Conflict-of-Interest requirements.
