Crosscutting Federal Requirements


While participating jurisdictions (PJs) have a great amount of flexibility in designing their HOME Programs, they are subject to other HUD and Federal laws and regulations beyond the HOME Statutes and HOME Final Rule. These requirements (called "crosscutting" because of their applicability across other Federally funded programs) cover a wide range of activities that are regulated by the Federal government, such as the environment, fair housing, and procurement.

What will you learn in this module?

By the end of this module, you should be able to do the following:

  • List the key Federal regulations with which HOME-funded programs must be in compliance.
  • Describe the basic requirements of these regulations.
  • Locate regulations online.
  • Identify which of these requirements are relevant to specific HOME activities and how to apply these requirements to your overall HOME Program.

Who is likely to be interested in this module?

PJs, CHDOs, nonprofit organizations, and other HOME participants will all benefit from understanding how these crosscutting requirements affect their HOME Program. Although the impact of these requirements will vary with individual projects, HOME participants should take time to become familiar with the provisions to ensure their project's success and sustainability.
