HOME-assisted
properties must meet certain building and quality standards depending
on the type of housing.
For
example, state and local building codes and ordinances apply to
any HOME-funded project regardless of whether the project involves
acquisition, rehabilitation, or new construction.
All
new manufactured housing must meet the construction and safety standards
of 24 CFR 3280, and be installed according to state or local codes
or the manufacturer's written instructions.
Property
standards requirements can be monitored by comparing health and
safety inspection reports with purchase and move-in dates. If
property standards are not being met on completed projects, the
monitor will need to review the PJ's work specifications and construction
management policies to ensure that they are adequate.
The
monitor should also review procedures to ensure that policies are
being followed accurately.
