Many HOME Program requirements apply across the entire range of HOME-eligible activities, while others apply only to specific activities. Monitoring of program-wide requirements is the subject of this topic, while activity-specific guidance is discussed in the "Monitoring Program Activities" topic.

It is important to note that while HUD will monitor PJ performance in all of these areas, HOME monitoring staff cannot ignore the compliance of PJ's, owners, developers, sponsors, sub recipients, state recipients, or contractors with these program-wide requirements. These requirements are critical elements for an effective local HOME Program.
