Effective monitoring, rather than being a one-time event, is an on-going process of planning, implementation, communication, and follow-up. As a result, a PJ should plan on HOME monitoring activities being distributed throughout its program year.

Because the monitoring process involves people from inside and outside the agency, as well as a variety of reports, meetings, and documentation, PJs should develop and maintain the relationships necessary to coordinate the monitoring processs throughout their program year.
