The steps for monitoring homeowner rehabilitation programs are:


 -   Collect Background Information: The Program Overview: Homeowner Rehabilitation Checklist is a simple reference tool. It outlines the basic background information a monitor should collect to become familiar with each program befgore beginning a review of the case files.
 -   Schedule and Conduct On-site Review: The procedures are described at In-Depth Monitoring and On-site Reviews to structure the review. Monitors should also review and use the Program-Wide Requirements Checklist and the series of checklists to examine compliance with other Federal Requirements.

 -   Review Case Files for Documentation: The Documentation: Homeowner Rehabilitation Project Checklist is a useful tool for a quick overview of the file. It lists all documents that should be in the file. Missing documents may be a sign of greater compliance problems.

 -   Review Casefiles for Contents: The Casefile: Homeowner Rehabilitation Checklist highlights the specific questions to ask about each individual case when reviewing project files. The monitor should use this checklist while reviewing each casefile to build a broader picture of the program's overall performance.

 -   Assess Program Compliance Issues: The Monitoring Summary: Homeowner Rehabilitation Program Checklist provides the monitor with the key questions concerning a program's overall compliance status. Important Federal regulatory issues are highlighted to assist the monitor in pinpointing serious compliance problems.
