Certified CHDOs are eligible to receive special assistance funds. In contrast to the 15 percent set-aside mandated by the HOME Program, PJs have total discretion about whether to provide these special forms of assistance to CHDOs.

They are available in the following forms:

 -   Pre-Development Assistance
These are loans made available to assure that CHDOs have access to funds for upfront, eligible project expenditures.
 -   Operating Expenses

Funds are available to provide general operating assistance to CHDOs receiving or which will receive CHDO set-aside funds for activities.

 -   Project Proceeds
CHDOs may be authorized to retain some or all of the proceeds generated from an activity.
 -   Capacity Building Assistance
CHDOs may receive funds to build the capacity of their organizations
