The HOME Program is governed by five basic requirements that apply to all types of affordable housing undertaken with HOME funding:

• Subsidies - The forms and amounts of subsidy available under the HOME Program.
• Costs - The types of costs eligible under the HOME Program.
• Properties - The types of properties eligible to receive HOME assistance.

• Beneficiaries - The eligible beneficiaries of HOME funds.
• Affordability - The requirements regarding the long-term affordability of HOME-funded projects.
