The HOME Program is governed by five basic requirements that apply to all types of affordable housing undertaken with HOME funding:

 -   Subsidies - The forms and amounts of subsidy available under the HOME Program.
 -   Costs - The types of costs eligible under the HOME Program.
 -   Properties - The types of properties eligible to receive HOME assistance.
 -   Beneficiaries - The eligible beneficiaries of HOME funds.
 -   Affordability - The requirements regarding the long-term affordability of HOME-funded projects.
