Competitive Reallocation of Funds to Provide Permanent Housing for the Chronically Homeless

Supplemental Announcement

The Notice of Funding Availability (NOFA) published in the Federal Register on October 15, 2003, announced that approximately $6.5 million in HOME Program funds had become available as a result of the deobligation by HUD of community housing development organization (CHDO) set-aside funds that were not committed in a timely manner. The HOME statute requires that any such recaptures be reallocated by competition. A total of 13 awards, each for $500,000, are being announced under this competition and must be used by eligible CHDOs within the jurisdiction of the successful applicants to provide permanent housing for the chronically homeless. If additional recaptured CHDO funds become available in sufficient amounts within 12 months of the announcement of these awards, one or more additional applications may be funded.

Sixty-four applications were received by the December 18, 2003, deadline date, and were reviewed initially for compliance with eligibility threshold criteria. All applications met the threshold requirements and were reviewed and rated according to Selection Criterion #3 (25 points out of the 100 total possible points) contained in the NOFA and written selection procedures. Please note that all 589 participating jurisdictions that have received a HOME allocation since at least FY 2000 were eligible to submit an application and all were "pre-scored" on two of the three Selection Criteria (75 out of the 100 total possible points). These "pre-scores" were included in the NOFA so that applicants could make an informed decision on whether to apply for funding and respond to the requirements of Selection Criterion 3. The minimum total score necessary to be eligible for funding consideration was 75 points. Twenty-nine applications rated above 75 points.

The thirteen highest scoring applicants receiving $500,000 awards are:

The Office of Affordable Housing Programs (OAHP) regrets that sufficient resources were not available to fund all of the many worthy applications received and to address the serious needs of the chronically homeless they described.
