In every part of the nation and in so many different ways, the HOME Investment
Partnerships Program (HOME) is helping create decent, safe, and affordable housing for
low-income families. To maximize benefits to the community, HUD encourages states and
local governments to develop their strategies in partnership with nonprofit organizations,
corporate citizens, private lenders, and other local groups. Because of the HOME program's
remarkable flexibility, participating states and communities can take local conditions into
account and design strategies that best address local needs.

Special Needs Housing and the HOME Program was produced to create a greater understanding of special needs and provide guidance on using HOME funds for special needs housing— including single-family homes, apartments for independent living, shared apartment living, single room occupancy (SRO) housing, group homes, and transitional housing. The model also provides examples of the wide variety of ways HOME funds are being used to assist special needs housing.
