Request from the City of Danville, Virginia, to waive the HOME property standards for a HOME-assisted homebuyer acquisition and rehabilitation project denied. After expending $9,950 on rehabilitation, a dispute between the owner and the contractor resulted in removal of the contractor from the project. The owner refused to allow the City to complete the repairs. The City sought the waiver to avoid repaying HOME funds already expended on housing that will not meet HOME property standards.
