The below summaries provide information on the following: 1) the date the HOME waiver was granted or denied; 2) the State of the local HUD Field Office making the request; 3) the situation which gave rise to the need for a program waiver; and, 4) the regulatory citation. 2/05/08	VA	Waiver request denied for the State of Virginia and the City of Richmond, of the repayment of $215,805 in HOME funds due to failure to complete a project. The project was damaged by flooding before completion and subsequently condemned by the City. The City and State did not take steps to mitigate the loss of affordable housing.	24 CFR 92.503(b)(2)
3/14/08	NE	Waiver request granted for the State of Nebraska, to provide additional HOME funds and permit the use of HOME funds to capitalize an operating reserve. After examination of the workout plan and determination of the desirability of continued operation of the projects as affordable rental housing, the investment of additional HOME funds was approved to stabilize the project and permit the State to retain 82 at-risk units as affordable rental housing.	24 CFR 92.214 (a)(6) and 24 CFR 92.214(a)(1)
5/05/08	IA	Waiver request denied for the City of Davenport, Iowa, to substitute units for a HOME-assisted units in a project that was not completed. The City's failure to complete the project was the result of the City allowing the project to commence before adequate financing was obtained. The proposed substitute units failed to meet HUD standards for substitute units.	24 CFR 92.503(b)(2)
6/05/08	CA	Waiver request denied for the City of Rosemead, California, of the five-year HOME expenditure deadline. The City's failure to hire qualified staff to administer the HOME program did not constitute good cause for a waiver.	24 CFR 92.500(1)(C)
9/02/08	WA	Waiver request granted for the State of Washington, to permit LLC ownership of a HOME project funded under the CHDO set-aside. The CHDO was awarded HOME CHDO set-aside funds and LIHTC to develop affordable rental housing. To facilitate the LIHTC financing, the CHDO wished to establish a LLC rather than the required limited partnership.	24 CFR 92.300(a)(1)
12/16/08	IA	Waiver request granted for the State of Iowa, to terminate the affordability period for the Riverview Apartments, due to severe flood damage that made rehabilitation infeasible and left the project with no remaining useful life.	24 CFR 92.252(e)
12/17/08	MD	Waiver request granted for Prince George's County, Maryland, of the definition of "reconstruction" and the principal residency requirements for homeowner rehabilitation. An oil spill rendered the homeowner's dwelling uninhabitable and was subsequently condemned by the County as an environmental hazard. The waiver was required to facilitate HOME-funded reconstruction since the homeowner could not occupy the property at the time funds were committed.	24 CFR 92.2 and 24 CFR 92.254(b)(2)
12/22/08	MI	Waiver request denied for the City of Flint, Michigan, of the 36-month requirement for a transfer of lease-purchase homebuyer unit. The City failed to provide good cause for granting this waiver.	24 CFR 92.254(a)(7)
12/22/08	OH	Waiver request denied for Summit County, Ohio, of the five-year HOME expenditure deadline. The County's failure to have adequate staff does not constitute good cause for waiving the expenditure deadline.	24 CFR 92.500(1)(C)
