The following summaries provide information on the date that HOME waivers were granted and denied, the State or Local Field Office making the request, the situation which gave rise to the need for a program waiver, and the regulatory citation. 1/27/97	PR	Granted City permission to use HOME funds as a match contribution in conjunction with other Federal resources provided through the Federal Emergency Management Administration (FEMA) to the state and local participating jurisdictions. 3/4/97	CO	Granted request to permit the State, when providing HOME TBRA for security deposits only, to conduct initial inspections only (annual inspections would not be required); also permits the State to enforce the applicable affordability period for its manufactured housing program through a lien secured against the manufactured home in cases where the HOME-assisted homebuyer is renting the lot. 3/11/97	OR	Denies the waiver request to reimburse owners for work on flood damaged homes due to lack of specific information, and denies request to consider life estate interests as a form of homeownership due to lack of need. 3/26/97	CT	Denied States request to use HOME funds for a demonstration to field test protocols for lead hazard reduction in housing, and to waive HOME Program requirements including: procurement procedures, rent limitations, income targeting, property standards and historic preservation standards. 3/26/97	CA	Granted request to waive certain program regulations in order to more specifically address damage in a Presidentially declared disaster area. 6/9/97	IL	Granted request to permit the City to provide additional assistance to a HOME-assisted property during the period of affordability but after one year. The waiver allowed the City to use HOME program funds to reimburse the Lakefront SRO Development Corporation for funds expended for the installation of fire safety enhancements in Carlton Apartments due to changing city fire codes. 6/19/97	FL	Granted City permission to retain a portion of its HOME Disaster grant, waiving section 218(g) of NAHA which would require HOME Funds to be committed by legally binding written agreements to affordable housing projects within 24 months of obligation by HUD. 7/7/97	IN	Granted waiver that permits a rehabilitation project to be discontinued without completing all of the required rehabilitation work, and after funds had been dispersed, because of the unusual circumstances which forced the project to be canceled (the owner was abducted and murdered). 9/30/97	IL	Granted a waiver to Aurora to separate its program year form the DuPage County Consortium in order to align Aurora’s program year with other major funding bodies and support consolidated and coordinated planning. (Aurora, Ill)	91.402(a)
11/5/97	MN	Granted request to permit a county Consortium to structure its Consortium Agreement for a four year term rather than a three year term as specified in the regulations. This would allow it to expire concurrently with the CDBG urban county agreement. It also provides an extension for the deadline to obtain the needed signatures on the consortium agreement. 12/15/97	IA	Denied request to permit the PJ to avoid repayment of HOME funds loaned for a project where the Borrower filed for bankruptcy.
