Instructions for Downloading the Annual Action Plan

Each year HUD grantees are required to submit an Annual Action Plan to request funds for formula programs which include; CDBG, HOME, ESG and HOPWA. The Department recognizes that the Annual Action Plan is an important tool which addresses how communities plan to utilize the resources made available from HUD, as well as leveraged funds obtained through other resources.

The development of the plan allows citizens an opportunity to discuss available resources and to propose uses as well as provides a document from which HUD gains a better understanding of the communities’ needs and a way to assess compliance.

Hello Community Development Colleague,

We appreciate the diligence you have shown in completing Annual Action Plans in the past, but we also recognize that steps needed to be taken to improve the efficiency, and effectiveness of this document for grantees, citizens and HUD representatives. As a result, a collaborative effort was undertaken by HUD. The objective was to streamline the current document and create a process that would result in time saving user friendly process while producing a valuable document for all users.

In the development of a redesigned Annual Action Plan, focus groups comprised of grantees and others experts in the field of data collection and assessment of community needs were consulted with. A model has now been developed and we are ready to begin testing with your assistance.

First we would like to thank you for agreeing to participate in the testing phase of this new product. The total testing time for a grantee to "test drive" this tool along with providing feedback to HUD is estimated to be four hours. We will be following up with you via email and scheduling conference calls to provide further instructions on the use of this tool as well as how to provide feedback to us. To begin instructions for downloading the tool are located at the end of this message.

We anticipate that this new product will not only result in a time savings to you, but reduce redundancy and provide for greater transparency. We look forward to your participation. If you have any questions prior to our meeting, please contact the Field Advisory Committee member as identified below for your respective Field Office.
